MANILA, Philippines?President Gloria Macapagal-Arroyo on Friday morning conferred the Order of Lakandula on CNN Hero of the Year Efren Peñaflorida in Malacañang.

?This is an affirmation of what we're doing,? Peñaflorida, clad in a white T-shirt, denim jeans and rubber shoes, said of the award.
