Cyber war: Palace websites attacked

Chinese hackers were at it again, and this time they attacked the presidential websites.

Presidential spokesperson Edwin Lacierda on Monday said that at 4 p.m. on Sunday, the Presidential Communications Development and Strategic Planning Office (PCDSPO) “noticed a significant spike in traffic with malicious URL requests from forged user-agents being channeled to the Official Gazette website (www.gov.ph), PCDSPO (www.pcdspo.gov.ph) and to the Presidential Museum and Library website (www.malacanang.gov.ph).”

Lacierda said the spike in traffic from these “forged user-agents’’ caused the Palace websites’ servers to “momentarily lag.’’

“We determined that this was a denial-of-service attack,” Lacierda said. “Information gathered through our data analysis indicated that the attack originated from IP addresses assigned to Chinese networks.’’

Lacierda said the PCDSPO would maintain its websites, but added that “we can expect temporary disruption of service while the attack is [going on].’’

Last week, groups claiming that Panatag (Scarborough) Shoal belonged to China hacked the website of the University of the Philippines.

Filipino hackers hit back, attacking several Chinese websites and stating that the shoal belonged to the Philippines.

The Philippines and China remain deadlocked at Panatag Shoal, with their maritime vessels refusing to budge in a standoff now on its 14th day.

    Our diplomatic prowess and role in the Asian and world stage is even now being tested.  With an economic power bullying us into giving something rightfully ours, we have to strongly stand up against the world’s third military power, too.  We have to be wary about the Chinese who negotiate with cunning and deception.  They are bullying our small country, the Philippines, because at this time, they know that the US is studying the option of war against Iran.  If the attention of the US is focused in the Middle East, it is very likely that it can delay or defer help to the Philippines when its aid is sought under the Mutual Defense Treaty Pact.  The Chinese have always negotiated with a forked tongue and this is what our diplomats should be wary about.  They have built a Chinese garrison flying the Chinese flag in our Panganiban Reef and now, they are ordering our Coast Guard ships to leave!  They are within Philippine waters and they should be the one to leave, because to protect their fishermen fishing in our waters easily raise tensions, raise apprehensions that they are destroying the marine patrimony of the nation and affect the freedom of Filipino fishermen to work and earn a livelihood for their families.  While they are a major signatory to the UNCLOS, they are teaching in school, children at an early age that the atolls belong to them!  Times have changed, the expansionist Chinese dynasties are gone, the world is modern and has adopted international laws to safeguard peace, stability onf nations and international understanding and good will.  But watch the Chinese.  Its budget for defense, building ships and aircraft carrier (they have fitted a Russian ship which earlier they said would be for peaceful purposes) and that is certainly not the end of their “conquests.”  Smaller countries in the ASEAN should unit and speak with one voice.  China can even be sanctioned economically by banning the entry of Chinese products in their and our countries.

    I have to commend Pres Aquino, Foreign Sec Rosario, Defense Sec Gazmin for their efforts on this matter. It is very clear that Panatag has been with us since the time of the Spanish, Americans, and the Japanese. Early Malay traders also crossed path on this shoal. When the US bases were located here, we had unlimited access to this and other outlying areas. China is clearly the big bully on the block – trying to impose a demarcation line of its empire near the shores of other nations. ASEAN, Taiwan, and Japan will have to look out for an aggressive bully. 
    Even if we don’t have the best ships, carry on. Fight for what we believe is ours, even if we will lose. The Chinese will clearly lose the battle for the hearts and minds of the people. Better to stand up and fight than to withdraw and concede more territories. 

    That island is clearly ours.
