NBI: ‘Third Alice Guo’ a different person from Bamban Mayor Alice Guo

MANILA, Philippines — The “third Alice Guo” is a different person from that of Guo Hua Ping and suspended Bamban Mayor Alice Guo, National Bureau of Investigation (NBI) Director Jaime Santiago said Wednesday.

Guo Hua Ping, who hails from Fujian, China, was born on August 31, 1990, while Mayor Alice Leal Guo, who hails from Tarlac, was born on July 12, 1986. An investigation by the NBI showed that their fingerprints are the same.

“Our fingerprint is unique. Even twins have different fingerprints,” said Dr. Alfredo Kahanding of the NBI, who examined the fingerprint.

“A Fingerprint is an infallible means of identification. When you say infallible, it is incapable of error, absolute identification. When we say absolute, it means it is conclusive,” he added.

“Guo Hua Ping and Alice Leal Guo, we conclude that they are one and the same person,” Santiago said.

As for the other “Alice Guo,” Santiago said she applied for an NBI clearance in 2005. She was born in Tarlac on July 12, 1986, the same as the controversial Mayor.

But after comparing the fingerprints of Guo Hua Ping, Mayor Alice Guo, and the other Alice Guo, Santiago said, “The fingerprint card of this person was again compared sa unang dalawang (to the first two) fingerprint cards [of Guo Hua Ping and Mayor Guo].

“Hindi nagmatch, so ito, ‘di ko alam kung sino siya (They did not match, so I don’t who she is),” Santiago told reporters.

Santiago said the NBI’s Organized and Transnational Crime Division also checked on the address of the other “Alice Guo” at 138 Kalantiaw Street Project 8 in Quezon City.

They found out that Kalantiaw Street was actually in Project 4, and upon checking 138 Kalantiaw Street, Project 4, the owner said that no “Alice Guo” is residing or ever resided in that address.

When asked why the “third Alice Guo” was able to get a clearance, Santiago said they did not have records of Guo Hua Ping and Mayor Guo at that time.

He said Guo Hua Ping’s alien fingerprint card was forwarded to them only in 2006, while Mayor Alice Guo only applied for an NBI clearance in 2021.

Santiago said they are conducting further investigation regarding the third “Alice Guo.”

But he assured that the case build-up by the Office of the Solicitor-General will not affect their findings about the third “Alice Guo.”
