Chinese woman tagged in lookout order vs Alice Guo intercepted at Davao airport

MANILA, Philippines — The Bureau of Immigration (BI) on Tuesday confirmed intercepting a Chinese woman who was included in the Immigration Lookout Bulletin Order (ILBO) which was issued against suspended Bamban, Tarlac Mayor Alice Guo.
The intercepted individual was identified as 30-year-old Zhang Ji, who attempted to board a flight to Jinjiang, China, at the Davao International Airport (DIA) last June 23.
Immigration Commissioner Norman Tansingco said Zhang has visa problems because she declared herself as unemployed but still presented a 9(g) commercial employment visa.

Zhang was reportedly a manager of a Philippine Offshore Gaming Operator (POGO) facility operating in Porac, Pampanga.
Article continues after this advertisementTansingco explained that foreign nationals who have ceased employment from their petitioning company must surrender their ACR I-Cards and downgrade their visa.

In addition to Guo and Zhang, the ILBO includes former Technology Resource Center (TRC) executive Dennis Cunanan and more than ten others.
They were the subjects of an ILBO issued by the Department of Justice (DOJ) due to a complaint alleging violation of the Anti-Trafficking in Persons Act.
An ILBO is different from a court-issued Hold Departure Order (HDO) because the former only directs the Bureau of Immigration to lookout for the subject and verify the status of a case against them, without restricting the individual from leaving the country.
But a person subject to the ILBO must seek an Allow Departure Order (ADO) from the DOJ chief itself to be allowed to leave.
