Chinese with HK$1-M charged in absentia

THE Cebu Customs police proceeded to file charges against a Chinese national earlier arrested at the Mactan airport for bringing in HK$1 million undeclared although he has escaped and fled to Hong Kong.

Custom's police chief in Mactan Capt. George Macarubbo said Zhang Ji Feng, who escaped from the custody of an official of Lucky Star, a leasee of a casino in Waterfront Hotel-Mactan, was charged in absentia with violation of the anti-smuggling law and violation of Republic Act No. 7653 or the New Central Bank Act.

Monetrary regulations require ?any person who brings into or out of the Philippines foreign currency in excess of US$10,000 or its equivalent is required to declare the same in writing and to furnish information on the source and purpose of the transportation of such currency.?

?Any violation hereof shall be subjected to the sanctions provided for in Section 36 of Republic Act No.7653.?

Macarubbo said Feng left the country after he was turned over to the custody of Joan Marie Aquino, treasurer of Lucky Star, a financing firm operating at the Mactan casino. Feng is reportedly a stockholder of Lucky Star.

Following the disappearance of Feng from the custody of Aquino, Macarubbo said he would also file charges against Aquino for obstruction of justice.

It was Aquino who requested that Feng be placed under her custody after the Chinese national was arrested Saturday at the Mactan airport for bringing in foreign exchange in excess of $10,000. Aquino declined to comment.

Feng flew to Hong Kong on board Philippine Airlines flight PR-306 on Tuesday.
