Government lifts ‘au pair’ ban to Europe

The government has lifted the ban on the deployment of Filipino “au pair” to Europe, Foreign Secretary Albert del Rosario announced Wednesday.

An au pair—“equal to” in French—is a young woman, aged between 18 and 30, unmarried and without any children, who is placed under a cultural exchange arrangement with a host European family for a maximum of two years.

During the period, au pair “live with their host families on an equal basis and shall be given pocket money for doing child care and other light household chores” while undergoing a cultural immersion and language program.

The lifting of the ban, which was imposed in 1998 due to reported abuse of the system, was made following the “issuance of new guidelines on the departure of Europe-bound au pairs,” Del Rosario noted.

“The new guidelines are meant to facilitate the departure of au pairs and at the same time, provide them safety nets and protection,” he said.

The guidelines were “drafted and agreed upon by an ad hoc technical working group, composed of the DFA, Department of Labor and Employment, Department of Education, Bureau of Immigration, Philippine Overseas Employment Administration, and the Commission on Filipinos Overseas.”

“Under the guidelines, procedures for the departure of au pairs have been simplified and documentary requirements are down to the minimum,” said Del Rosario.

According to the DFA head, “a strict monitoring system shall be put in place by the Philippine embassies and consulates in Europe for the protection of Filipino au pairs.”

“Au pairs need not go through the DOLE or POEA procedures anymore as they are not considered overseas Filipino workers,” said Del Rosario.

The ban on au pairs was imposed in 1998 due to what the DFA referred to as “isolated cases of abuse of the system by some unscrupulous elements.”

    MR DEL ROSARIO OF DFA, THE “AU PAIR” CONDITION IS MUCH MUCH BETTER THAN YOUR MIDDLE EAST EMPLOYMENT WHERE THE FILIPNA MAIDS ARE TREATED LIKE “SLAVES” RECEIVING $200/MONTH AND WORKING FOR  ALMOST 24/7 SOMETIMES IN 2-3 MUSLIM FAMILIES, AND THAT’S THE REALITY, HA? THE ‘AU PAIR” IN EUROPE CAN WORK WITH THE FAMILY, BUT HAS THE OPTION TO HAVE “FREE DAYS” FOR SATURDAY & SUNDAY WHICH THEY CAN WORK SIDELINE WORKING WITH OTHER FAMILIES AND GET EXTRA MONEY, AND THEY ARE TREATED AS PART OF THE FAMILY, UNLIKE IN THE MUSLIM ARAB COUNTRIES WHERE THE TREATMENTS ARE LIKE “SLAVES” THEY BOUGHT FROM A SLAVE MARKET, TSK, TSK, TSK!  SEND ALL THOSE OFWs-”SLAVES” IN THE MIDDLE EAST TO EUROPE AND IT WOULD GO WELL WITH THEM, REMOVE THEM FROM THOSE MUSLIM COUNTRIES, ITS A CURSED FOR ALL OF THEM,  OK?

       It’s also a trend I see not just among women but men going to the middle east, getting psychologically imbalanced or becoming ‘changed’ not for the better.

      There must be something rotten in the middle east domestic culture.

    to joelcndcn…just want to correct on what you said!..aupairs are not allowed by the government to have sidelines or to work outside from the host family because aupairs are only given a temporary residence permit and not a working permit!

    Oh great, another reason to reinforce the international view that we are a nation of domestic helpers.  Why can’t our government produce more jobs locally?  How hard is that?

        Read my statement again. I said  “Why can’t our government produce MORE jobs locally?” Not “”Why can’t our government produce jobs for each and every Filipino?  Big difference.

    in short tsimay and tsimoy! pathetic govt. parang proud na proud pa itong si Del Rosario na na lift na ang ban……..kasi naman ang pinoy hindi marunong mamuhay na simple, gusto talaga may 2 o 3 t.v., may kotse, maka pag malling, maka bili ng fake na gamit(damit/bag/sapatos) maka kain ng fastfood, gaya-gaya sa mga kultura ng puti….tapos anak pa ng anak, hahayyyyyyyyyyyyy.

    Ban since 1998? Wow! A family friend who lives in Netherlands has had two au pair since 2005. One I met in 2005 and now was married to their friend. The second one had vacation in 2009, i think.
    If there was a ban since 1998, how come they can still send someone abroad? Was under-the-table agreement present? Who made money then between 1998 and now?
