Marcos, Putin, Asean leaders adopt Kazan Declaration 2026

MANILA, Philippines — President Ferdinand Marcos Jr., Russian President Vladimir Putin, and leaders of Southeast Asian nations on Thursday adopted the Kazan Declaration 2026 and three other key documents aimed at deepening cooperation between Asean and Russia in the coming years.

They made the move during the Association of Southeast Asian Nations (Asean)-Russia Commemorative Summit in Kazan, Russia on Thursday.

The Kazan Declaration 2026, titled “Asean-Russian Federation: Unity in Diversity – 35 Years Together,” states that the participating nations share similar views on some international issues and outlines areas for future cooperation.

The leaders also approved the Asean-Russia Comprehensive Plan of Action for 2026–2030, which serves as a roadmap for deepening the strategic partnership between the regional bloc and Russia.

In addition, the regional bloc and Russia adopted a Joint Statement and Concept Paper on Cultural Cooperation, as well as a Joint Statement and Concept Paper on Energy Cooperation.

“Together, these documents provide a comprehensive roadmap for expanding practical cooperation and delivering tangible results and benefits to our peoples in the years to come,” Marcos said in his statement during a joint press approach with Putin.

Marcos added that the leaders exchanged views on promoting peace, stability and sustainable development.

They also discussed ways to enhance trade and investment, strengthen food and energy security, advance cooperation in science and technology, and deepen people-to-people exchanges.

“We also discussed developments in the wider Eurasian region and welcomed opportunities for greater engagement between Asean and the Shanghai Cooperation Organization and the Eurasian Economic Union,” Marcos said.

As chair of the 2026 Asean Summits, Marcos welcomed Russia’s continued engagement with the region and its support for Asean centrality and the Asean-led regional architecture.

“We remain committed to ensuring that the momentum generated at the summit translates into concrete outcomes and meaningful cooperation,” he said.

For his part, Putin described the meeting as “very productive,” and said it had strengthened the interest of Russia and Asean member states in mutually beneficial cooperation.

“I’d like to highlight that during the summit, many constructive ideas and useful practical notions were voiced as to how to galvanize partnership in the economic sphere,” Putin said in Russian and then translated to English.

“Participants advocated for a qualitative and quantitative improvement of mutual trade, fine-tuning its structure, and expanding mutual investments,” he also notedd.

Putin added that the participants welcomed the agreement between the United States and Iran to end military conflict, and expressed hope that it would help stabilize global energy and food markets. /apl/dp
