 DND hails ratification of PH-Japan RAA

 


MANILA, Philippines — The approval of the historic defense pact between the Philippines and Japan will heighten defense and security cooperation, as well as the interoperability of both countries, according to the Department of National Defense (DND). 

In a statement on Tuesday, the DND welcomed the Senate’s ratification of  Senate Resolution No. 1248 (Reciprocal Access Agreement or the RAA between the Philippines and Japan) with 19 votes in the affirmative, zero negative, and no abstention.

“The RAA will heighten our defense and security cooperation with Japan, and enhance the interoperability between the Armed Forces of the Philippines and the Self-Defense Forces of Japan through the conduct of more in-depth practical cooperative activities/exercises,” the DND said.

 “We look forward to the implementation of the RAA, which will enable our militaries to expand our defense cooperation and build trust and confidence amongst each other amid shared security challenges,” it added. 

On the other hand, the Japanese government is likewise set to approve the RAA.

“Pursuing collaborative partnerships with like-minded nations is essential as we continue to fortify our own defense capabilities. The RAA with Japan is a testament to the Philippines’ unequivocal commitment to peace, security, and stability of the Indo-Pacific region,” the DND said.

President Ferdinand “Bongbong” R. Marcos Jr. ratified the agreement on November 5, 2024, and has submitted it to the Senate for concurrence in accordance with the Philippine Constitution.

 The agreement specifically outlines the provisions on entry and departure, movement, access to facilities, and professional practice of the visiting force and civilian component for cooperative activities, as well as the rules governing the jurisdiction over the actions of the Visiting Force and Civilian Component.
