MANILA, Philippines — The National Disaster Risk Reduction and Management Council on Wednesday declared no fish, no fly, no sail in parts of Northern Luzon as North Korea launched its highly-criticized long-range rocket.

NDRRMC Executive Director Benito Ramos advised the public to avoid the exclusion zone of 200 nautical miles east of Luzon.

“Ang mga mangingisda umalis sa tapat ng Sta. Ana, Cagayan to Polilio Island. Dyan babagsak ang debris,” Ramos said.

The rocket was launched at 9:49a.m Korean time (8:49 a.m. Philippine  time)

“They were not advised of the launch, and only found out about it through the South Korea Defense Armed Forces Attache,” he said.

“Walang abiso na nagpalipad. Dapat kahapon nagbigay ng abiso,”  Ramos added.

The rocket will run 7 miles per second and will take 20 minutes to reach the Philippine area of responsibility.

Ramos said  the country does not have the capability to locate the location of the rocket.

As of latest, Ramos quoted a TV news report that the debris fell 310 kilometers east of Northern Luzon.
