NCRPO flags ‘glaring lapses’ in arrest of Chinese nat’l in Pasig

MANILA, Philippines — The National Capital Region Police Office (NCRPO) said an operation to arrest a Chinese national in Pasig City had “glaring lapses.”
According to the police, the operation was initially reported as an alleged abduction with at least 10 unidentified suspects in camouflage uniforms and bearing long firearms on board multiple vehicles on Thursday evening.
In a statement on Friday, the NCRPO said that it confirmed with the Bureau of Immigration (BI) that the incident was the execution of a mission order against the foreigner for violation of immigration law.
The NCRPO detailed that the mission order came from the BI and the Intelligence Service of the Armed Forces of the Philippines (ISAFP).
“However, in the initial investigation conducted together with the said partner agencies, there were glaring operational lapses noted in the supposed operation,” the NCRPO said.
“More particularly, it appears that the coordination made was not in accordance with the standard and prescribed procedures,” it added.
“Further, information also suggests that there was excessive use of force employed by the operatives during the operation when some of them indiscriminately and unjustifiably fired their guns in the process,” the police continued.

The NCRPO stressed that the findings will be validated with the Pasig City Police Station, the Eastern Police District as well as the BI and the ISAFP.
