Chinese suspect in Que kidnap-slay linked to 5 other abductions – PNP

MANILA, Philippines — Five other kidnapping cases were linked to one of the three suspects in the killing of Filipino-Chinese businessman Anson Que and his driver, Armanie Pabillo, according to the Philippine National Police (PNP).
The Chinese suspect, David Tan Liao, surrendered to the PNP Anti-Kidnapping Group (AKG) on Saturday morning, PNP Spokesperson Brig. Gen. Jean Fajardo announced in a press conference in Camp Crame on Saturday afternoon.
“Limang cases ng kidnapping yung maso-solve dahil involved din si David Tan Liao sa mga insidenteng iyan na kung saan ang isa sa mga ginamit ay yung Ford Everest na red na ginamit sa pagtapon ng bangkay nina Tan (Que) at Pabillo,” Fajardo said.
(Five cases of kidnapping can be solved because David Tan Liao is also involved. One of the vehicles used in the five cases is the red Ford Everest also used to dump the bodies of Tan and Pabillo.)
According to Fajardo, Liao was linked to kidnapping cases taking place in the following:
- November 2022 in Muntinlupa City
- February 2024 in Parañaque City
- August 2024 in Pasay City
- December 2024 in Muntinlupa City
- February 2025 in Parañaque City
Fajardo, however, did not give further details for each case.
Additionally, Liao was arrested in 2009 by the National Bureau of Investigation in Angeles City, Pampanga also for a kidnapping case, Fajardo said.
“Dati ang pangalan na ginagamit ay Yang Jianmin o Michael Agad Yung. Pinalitan niya yung pangalan niya dahil sa pagkakahuli noong 2009. Ginamit niya yung David Tan Liao simula 2016,” Fajardo explained.
(The name he used before was Yang Jianmin or Michael Agad Yung. He changed this because of his arrest in 2009. He started using David Tan Liao in 2016.)

The two other suspects in Que’s kidnap and killing, Richardo Austria David and Raymart Catequista, both Filipinos; were arrested by police in Roxas, Palawan early Friday morning.
