PNP no record of receiving donations from alleged Chinese spies

The Philippine National Police (PNP) said it has no records of the law enforcement agency directly accepting donations from alleged Chinese spies.

MANILA, Philippines — The Philippine National Police (PNP) said it has no records of the law enforcement agency directly accepting donations from alleged Chinese spies.

The clarification came after a Reuters report said that four Chinese accused of espionage, led by Chinese Communist Party-affiliated groups, donating vehicles to the Manila and Tarlac police.

“Nagtanong din ako sa directorate for logistics at sinasabi nila na there is no record that would indicate na may na-receive ang PNP, any of its units, directly doon sa sinasabing grupo na kinaaaniban diumano nitong alleged Chinese spies,” Brig. Gen. Jean Fajardo, PNP spokesperson, said in a briefing at Camp Crame on Tuesday.

(I’ve asked the Directorate for Logistics and they say no record would indicate that the PNP or any of its units received directly from the said group supposedly affiliated with these alleged Chinese spies.)

“On our end sa (at) Police Regional Office 3 (PRO3), [I’ve] already instructed to conduct a record check,” said Fajardo, who is concurrently the Central Luzon police director.

“Based sa initial namin record check ay walang donation na directly tinanggap ang Tarlac Police Station galing sa sinasabing grupo na iyon,” she added.

(Based on our initial record check, there’s no donation directly accepted by the Tarlac Police Station coming from that said group.)

The city government of Manila reportedly confirmed that the motorcycles turned over to the Manila Police District were donated by one of the alleged Chinese spies.

Despite this, Fajardo maintained that it was the local government unit (LGU), not the police force, that directly accepted the donation.

“Hindi kontrolado ng Manila Police District kung saan galing yun. As far as MPD is concerned, I’m just assuming na doon sa deed of donation ang naka-reflect na donor ay yung LGU ng Manila,” Fajardo said.

(The Manila Police District does not control where that comes from. As far as MPD is concerned, I’m just assuming that the donor reflected on the deed of donation is the LGU of Manila.)

PNP Chief Gen. Rommel Marbil already ordered an inquiry into the said donations by the alleged spies, the police force’s spokesperson said.

She added that the PNP had guidelines and policies regarding accepting donations.

“[D]apat ang mga donation na tinatanggap must come from [a] legal and legitimate source and it must be documented in the form of [a] deed of donation for proper accounting and transparency,” Fajardo said.
