MANILA, Philippines — The Philippines and the United Arab Emirates (UAE) signed treaties and memoranda of understanding (MOU) on various areas of cooperation during the World Governments Summit.
In a Facebook post on Thursday, First Lady Liza Araneta-Marcos — the country’s representative for the event— said the following treaties were signed:
- Treaty on Extradition—The two parties agreed to extradite to each other any person found in its territory and sought by the Requesting Party for the purpose of criminal prosecution, trial, or enforcement of a sentence imposed on that person for an extraditable offense
- Treaty on Mutual Legal Assistance in Criminal Matters—The two parties agreed to provide each other the widest possible measure of mutual legal assistance in the investigation, prosecution, and suppression of criminal offenses and in proceedings related to criminal matters
- Treaty on Transfer of Sentenced Persons—The two parties agreed to facilitate the transfer of a person sentenced in the territory of the sentencing state to the territory of the administering state of which he or she is a citizen to serve the sentence imposed on him or her, or the remaining sentence thereof
The Philippines and the UAE also signed the following MOU:
- MOU on Reducing Plastic Waste Leakage between the Department of Environment and Natural Resources and UAE’s Clean Rivers—the participants will collaborate, assess, and cooperate on reducing plastic pollution in the ocean and solid waste entering the waterways
- MOU on Cooperation in the Field of Improvement and Development of Government Activities between DBM and UAE—this includes, but is not limited to, capacity building for leadership, public financial management, and/or public expenditure management; development of knowledge management products for government services and performance, innovation, and excellence; strategic planning and management; and any other areas in which participants may decide to cooperate

The World Governments Summit 2025 was held from February 11 to 13 in Dubai.
Established in 2013, the event aims to champion the mission of “shaping future governments and creating a better future for humanity.
This year’s theme, “Shaping Future Governments,” gathered government leaders, international organizations, and private sector leaders across the globe to boost international cooperation and come up with innovative solutions for future challenges.
