MANILA, Philippines — The Department of Budget and Management (DBM) is eyeing the institutionalization of the digitalization of Public Financial Management (PFM) processes to ensure transparency.
At a press conference on the sidelines of the 2025 Open Government Partnership (OGP) Asia and the Pacific Regional Meeting (APRM) in Taguig City, Budget Secretary Amenah Pangandaman said they also plan to systematize the monitoring and evaluation of PFM.
Launched in September last year, the PFM aims to address strategic focus areas of public financial management.
“We will institutionalize our monitoring and evaluation and the digitalization in our PFM processes,” Pangandaman said.
“We’re providing a budget for education, for social protection, for health and infrastructure, and for climate. I think it’s about time really to also show the impact of this money, the funding that we give to our people, which the government provides to our people,” she added.
Meanwhile, Pangandaman expressed hope that the OGP-APRM would inspire leaders in the region to engage in discussions that improve the welfare of their citizens.
Held from February 5 to 7, the event gathered thousands of local government units and civil society groups to share best practices on good governance.
“With this, I strongly call on all government agencies, local government units, and CSOs [civil society organizations], as well as our international friends and partners, to let us continue to work hand in hand in this very important endeavor,” Marcos said in his speech.
“Let us foster a deeper trust amongst each other that can only be earned through impactful dialogues, concrete actions, and genuine support,” he added.
