One of the earliest local leaders to report his government‘s achievements and plans to his provincemates is Ilocos Sur Governor Jeremias “Jerry” Crisologo Singson

The theme, Rewind, redirect, regenerate an innovative and sustainable future for the heritage province was applied to the Siglat Festival, a competition designed for the youth to showcase their talents and encourage their competitive spirit while being united in the goals of promoting the province’s culture and tradition,  was also the pattern of the governor’s SOHPA address. He began  his speech with the quote “Ang hindi marunong lumingon sa pinanggalingan ay hindi makakarating sa paroroonan” as he recalled  how his past predecessors planned and set  how the province is at present.

Governor Jerry is also considered as the “Father of Day Care Center and Medical Mission” for his strong advocacy for child-friendly day care centers and a series of medical missions throughout the province of Ilocos Sur.

He considered prenatal needs to be very important while also including the elderly, the PWD, and members of the LGBTQ A+ community. The health center’s sustainability is an outgoing purpose in the global community which is also an adopted goal. A key mission is to sustain and further enhance the culture of the provincial government. That is why the province has empowered all the employees of the provincial government of Ilocos Sur, and its departments to be certain that the continuing great heritage is not just for us, but for the coming generation.
