MANILA, Philippines — Wesley Leal Guo, embattled Bamban Mayor Alice Guo’s brother, is actually Chinese national Guo Xiang Dian.
Sen. Sherwin Gatchalian revealed this on Wednesday, citing fingerprint results provided by the National Bureau of Investigation.
“Guo Xiang Dian is Wesley Leal Guo. This is according to the fingerprint matching of the NBI using the BOI records and the NBI biometric records,” Gatchalian told reporters on Wednesday.

“Guo Xiang Dian arrived in the PH in 1999. He’s listed as the dependent son of Lin Wen Yi which made him Guo Hua Ping’s brother,” he added.
According to Gatchalian, this alone proves that the country’s late registration process was abused by the Guo family to “falsely claim that they are Filipinos.”

Minutes after his initial message to reporters, Gatchalian later on disclosed that his office found out that Guo Xiang Dian has a current Chinese passport which will expire in 2025.
“He used both his Chinese and PH passport interchangeably from 2003 onwards,” he said.
The senator’s revelation came days after the NBI confirmed that embattled Bamban Mayor Guo and Chinese passport holder Guo Hua Ping are one.
It was Sen. Risa Hontiveros who initially disclosed that the NBI has confirmed that Mayor Guo and Guo Hua Ping’s fingerprints have matched.
“It means, they are the fingerprints of one and the same person. This confirms what I have suspected all along. Mayor Alice is a fake Filipino—or should I say, Guo Hua Ping. She is a Chinese national masquerading as [a] Filipino citizen to facilitate crimes being committed by [Philippine Offshore Gaming Operators],” Hontiveros told reporters then.
The revelations, if proven true, contradict the suspended local executive’s claims that she is a simple Filipino citizen.
Guo has been the subject of scrutiny after the Senate committee on women bared her alleged ties to Zun Yuan Technology, an illegal Philippine offshore gaming operator in Bamban, Tarlac.
