Gatchalian says Guo owned Chinese, PH passports; her camp denies it
MANILA, Philippines — Suspended Bamban Mayor Alice Guo used Chinese and Philippine passports from 2008 to 2011, Sen. Sherwin Gatchalian said on Wednesday, citing immigration records.
According to Gatchalian, Guo or Guo Hua Ping first entered the Philippines on January 12, 2003 using a Chinese passport. She was then 13 years old and accompanied by her suspected Chinese biological mother, Lin Wenyi.
“Ito lahat nasa Bureau of Immigration, hindi imbento namin ito,” the senator said in an interview over Radyo 630.
(It’s all in the Bureau of Immigration, we didn’t make this up.)

He said the two later applied for a Special Investors Resident Visa (SIRV) at the Board of Investments, which allowed them to travel in and out of the Philippines.
“In fact, from the time ng 2008 to 2011, si Alice Guo at si Guo Hua Ping, gamit niya dalawang passport. Pasok-labas, pasok-labas. Ginagamit niya minsan yung Chinese passport niya. Ginagamit niya minsan yung Filipino passport niya,” said the senator.
(In fact, from 2008 to 2011, Alice Guo and Guo Hua Ping used two passports. In and out. She sometimes used her Chinese passport. Sometimes she used her Philippine passport.)
“Until after 2011 lang niya ginamit yung kanyang Filipino passport pag lumalabas na siya,” he added.
(It’s until after 2011 that she used her Philippine passport whenever she traveled.)
The name Guo Hua Ping appeared in a copy of SIRV and a Chinese passport that the senator released to the media on Tuesday night.

Gatchalian suspects that Guo and Guo Hua Ping are one and the same.
But Guo, through her lawyer Stephen David, denied that Guo Hua Ping is her real identity.

“Ang statement ni mayor is she is Filipino, she is issued a Philippine passport, marami siyang real estate properties na hindi mo magagawa kung ikaw ay isang foreigner,” said David in a separate interview over Radyo 630.
(Her statement is that she is Filipino, she was issued a Philippine passport, and she has many real estate properties that you cannot acquire if you are a foreigner.)
“And categorically, sinasabi niyang wala siyang kinalaman diyan sa Guo Hua Ping,” he added.
(And categorically, she says she has nothing to do with Guo Hua Ping.)
The lawyer also insisted that the suspended mayor is a Philippine passport holder, which she used when traveling to China.
“Kung totoong meron siyang Chinese passport, hindi niya na kailangan kumuha ng Chinese visa. Kasi ‘yung kaniyang Chinese passport valid ‘yon sa China,” said David.
(If she really has a Chinese passport, she doesn’t need to get a Chinese visa. Because her Chinese passport is valid in China.)
Guo’s identity has been questioned by senators following her alleged links to two raided Philippine offshore gaming operators in her town.
