DMW seeks to classify Strait of Hormuz as high-risk area for seafarers

MANILA, Philippines — The Department of Migrant Workers (DMW) is seeking to classify the Strait of Hormuz in the waters off Iran and Oman as a “high-risk” area for seafaring activities.

In a statement issued Tuesday, Migrant Workers Officer in Charge Hans Cacdac said this seeks to ensure the safety of Filipino seafarers and all maritime personnel aboard ships traversing the waterway.

Cacdac then emphasized that the safety of Filipino seafarers should be prioritized. The designation of a waterway as “high-risk” typically entails heightened vigilance and security patrols by authorities.

With this, reporting requirements for vessels transiting the area will be mandatory.

“By spearheading the push for this high-risk area designation, we are taking a proactive stance to encourage stricter enforcement of security measures and provide our seafarers with the necessary safeguards during their passage,” said Cacdac.

According to Cacdac, the Department of Migrant Workers (DMW) will “make necessary representations with the International Bargaining Forum (IBF).”

“This global forum brings together the International Transport Workers Federation and the international maritime employers that comprise the Joint Negotiation Group,”  said Cacdac.

DMW’s move came after Portuguese container ship MSC Aries, reportedly linked to Israel, was seized by Iranian forces as it was passing through the Strait of Hormuz.

Among the crew members of MSC Aries are four Filipino nationals.

“The DMW is committed to working with various stakeholders in the global maritime industry to achieve this crucial designation of the Strait of Hormuz as an HRA. We believe that only through collective efforts can we ensure the safety of our seafarers,” Cacdac explained.
