MANILA, Philippines — The Department of Justice (DOJ) has confirmed the arrest of former Negros Oriental Congressman Arnolfo Teves Jr.
Teves was arrested by the Scientific and Criminal Investigation Police (PCIC) in Dili, East Timor around 4 in the afternoon while playing at Top Golf Driving Range and Bar.
Teves is accused of masterminding the killing of Governor Roel Degamo and nine others in Pamplona, Negros Oriental, on March 4, 2023, which also resulted in numerous injuries to other individuals.
Prior to the incident, Teves left the country for medical reasons but refused to return and sought asylum in East Timor.

“Today’s apprehension of Teves is a testament to the power of international cooperation. It sends a clear message that no terrorist can evade justice and that nations stand united in safeguarding the safety and security of their citizens,” Justice Secretary Jesus Crispin Remulla said.
Teves, who has been the subject of a Red Notice from the International Police (INTERPOL), is already under the custody of the Timorese Police while his extradition to the Philippines is being worked out by the National Central Bureau (NCB)-Dili in coordination with the team from NCB-Manila and the Philippine Embassy in Dili.
“The capture of Teves only proves that through concerted efforts and determination, terrorism can be thwarted and peace preserved,” Secretary Remulla added.
Teves is also facing cases related to the death of three individuals from March to June 2019 in Negros Oriental, violations of the Comprehensive Firearms and Ammunition Regulation Act, and violations of the Law on Explosives following the discovery of high-caliber weapons and ammunition in his family’s compound.
