Retired policeman and witness against President Rodrigo Duterte, Arthur B. Lascañas has no hold departure order or a lookout bulletin issued against him which is why he was allowed to leave the country, an Immigration official said Monday.
Immigration Spokesperson Ma. Antonette Mangrobang said Lascañas has no derogatory record and there are no orders to stop him from leaving the country.
“He has no derogatory record. He has no HDO, Immigration Look Out Bulletin that could have delayed or prevented his departure,” Mangrobang told reporters.
Lascañas left the Philippines with his family onboard Tiger Airways flight 2703 to Singapore last April 8.
“Sa Clark (Airport) siya dumaan,” Mangrobang said, adding that he presented himself to the Immigration counter at 5:01 P.M. last Saturday.
She said Lascañas had three other companions.
She added that they have a returning ticket dated April 22.
