SAN FRANCISCO—Family and friends of a Filipino American in southeast Portland, Oregon, have been searching for him since he went missing in the early morning hours after Halloween.
Eugene Vibar, 33, was last seen around 2:30 a.m. on Nov. 1 near Southeast 19th Avenue and Stark Street, according to a flier shared by his loved ones. He last seen going for a walk, wearing jeans and a bright blue jacket.
Vibar’s family reported that the only things missing from his room were his jacket, wallet and cell phone. He left his phone charger and backpack in a friend’s car, and never responded to texts after 11:39 p.m. on October 31.
Police have classified Vibar’s disappearance as voluntary and the understaffed department has been slow to respond. But his family and friends said he always showed up for work, was very active in the community and would never voluntarily disappear.
