MANILA, Philippines — The Department of Justice (DOJ) recommended the filing of criminal cases against two Chinese nationals allegedly involved in illegal activities at Lucky South 99 in Porac, Pampanga.
The DOJ’s move stemmed from the proposition of the Philippine Anti-Organized Crime Commission (PAOCC) to file criminal complaints against the two in July. The PAOCC previously endorsed the filing of qualified trafficking and kidnapping cases against Jiang Shi Guang, 41, and Qin Ren Gou, 37, for their suspected role in the organization that supervised Chinese citizens working in the Philippine offshore gaming operator (Pogo) Lucky South 99.

In a resolution dated August 30, however, prosecutors recommended the filing of only a qualified trafficking case against Jiang and a kidnapping case against Qin.

The names of the complainants were not divulged, but one of them is a Chinese citizen who was found tied to a bed frame and had severe bruises on his body when Philippine law enforcers raided the Pogo last June.
