Manila, Philippines—The Bureau of Immigration (BI) banned from entering the country an Australian rape convict for maltreating his Filipina wife.
Immigration Commissioner Marcelino Libanan, in an order, placed Candy Francis Mark Pillay in the bureau’s blacklist for being an undesirable alien.
Libanan issued the order upon the request of the Department of Foreign Affairs (DFA) which received a report on Pillay’s case from the Philippine embassy in Canberra, Australia.
“He (Pillay) is now in our blacklist so he could be prevented from coming here and victimizing other Filipinas,” Libanan said.
DFA Assistant Secretary Domingo Lucenario Jr. sought the blacklist order against the 59-year-old Australian based on a complaint filed by Nelia, his wife, which was filed before the Philippine consulate in Melbourne, Australia.
The complainant asked that her estranged husband be banned from the Philippines for being a violent person and to prevent him from exploiting other Filipinas.
She said her husband deceived her by not telling her about his convictions on rape and attempted rape by an Australian court 17 years ago. She said she only learned about her husband’s criminal records after he assaulted her.
Pillay was convicted on one count of rape and two counts of attempted rape by a county court in Melbourne in 1992 and was sentenced to a jail term of three years.
