BI to deport US fugitive

MANILA, Philippines -- Immigration Commissioner Marcelino Libanan has ordered the immediate deportation of an American wanted in the US on charges of child molestation in California.

Libanan said the BI board will immediately order deportation proceedings against J. Lee Barnard, 59, who is detained at the Bicutan immigration jail.

He will also be included in the BI blacklist, barring him from reentering the Philippines after he is deported.

"We cannot allow him to come back as his presence here poses a threat to the well-being of Filipino children who might be victimized by him," Libanan said.

Barnard, who is facing a case for forcing a child under 14 years old to engage in lascivious acts, was arrested last Thursday at the Typhoon Bar and Cocktail Lounge on Fields Avenue in Clark Field, Angeles City, Pampanga.

He was arrested on the request of the US embassy in Manila.

BI technical assistant for intelligence Victor Boco said Barnard is an undocumented alien because his passport has been canceled by the US government. He is also considered overstaying, having arrived in the country April last year.

The US embassy said a warrant for Barnard's arrest was issued by a superior court in California on May 14 last year, a month after he fled to the Philippines.
