BACOLOD CITY, Philippines — Two Negros Occidental congressmen still favor amending the constitution through a constituent assembly despite the objections of the Catholic Church here.

The Bacolod Diocese, through Bacolod Bishop Vicente Navarra, earlier expressed opposition to the proposed constituent assembly as a way of amending the constitution and instead urged that it should be done through a constitutional convention after 2010. Navarra urged Negrenses to join an anti-charter change rally at the Bacolod public plaza Wednesday.

But Representative Jose Carlos Lacson (Negros Occidental, 3rd District) said he believed that the members of Congress could do the job of amending the constitution.

“We are politicians. We can be held accountable by our people,” Lacson said.

Convening Congress into a constituent assembly would also be the least expensive way of amending the constitution, he said.

Asked about the prayer rally to be staged against charter change, Lacson said he was not against any peaceful protest action within the bounds of law. /Inquirer
