MANILA, Philippines--A criminal complaint has been filed with the Office of the Ombudsman against Philippine Sports Commission chair Harry Angping for allegedly misappropriating P3 million in collections from the Asian Junior Wrestling Championships held in the country last July.
In a 10-page affidavit, Marcus Valda, vice president of the Wrestling Association of the Philippines, accused Angping of violating Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.
Valda said his group sought financial assistance from Rachele Dumuk, the head of the National Sports Association (NSA) affairs under PSC, for the said event.
Valda said PSC could only give at most P500, 000. Thereafter, Chang Kew-Kim, president of the Amateur Wrestling Committee, came to Manila, to meet with WAP officials.
Over dinner, Angping promised that he would grant P4-million to WAP, Valda said. Angping designated Grace Chang of Image Travel and Tour Corporation to take charge of the transportation and hotel accommodations.
But, according to Valda, Angping reneged on his promise, saying PSC will not disburse any cash and instead provided everything in kind.
Valda said the athletes were crammed in a room during the tournament and received food supplies and supplements that were already expired.
?As if his failure to honor his commitments were not enough, Mr. Angping forced WAP to turn-over the collections for tournament fees to him. There was no prior agreement that the WAP does this but we finally relented, giving around P3 million to Ms. Chang?s Image Travel and Tour Corporation,? Valda said.
?Not because we were legally obligated to do so, but because we were threatened by Mr. Angping who said that we would incur the wrath of the PSC,? he added,
Valda said the P3 million was never accounted for nor liquidation made despite a request by the WAP. ?It was obvious that the shabby hotel accommodations and transportation cost much less than P3 million, and a huge amount was misappropriated,? he said.
