There could be possible congestion in the computer servers of different board of canvassers during the transmission of election results of the May 2010 elections, Smartmatic-TIM admitted yesterday.
Smartmatic-TIM however assured that the congestion would not alter the actual election results in the precinct levels.
Miguel Eugenio Avila, demonstrations and presentations coordinator of Smartmatic-TIM, said that immediately after the voting precints close on May 10 this year, there will be more than 76,000 transmissions from the precincts to the municipal or city board of canvassers, to the provincial board of canvassers, to Congress, and finally to the Commission on Election (Comelec).
Avila did not discount the possibility of congestion but explained that the transmission would be at random times depending on when the precincts can actually close and stop accepting voters.
?If theoretically there will be congestion, it will only delay the results but the results will still come in,? Avila said.
The average time in sending a result is approximately two minutes.
During a meeting of the Cebu Citizens-Press Council (CCPC) yesterday at the Marcelo Fernan Press Center, Smartmatic-TIM was asked if voting results would be affected if the servers of the different canvassers fail to automatically receive the data sent due to weak signals.
In every transmission, aside from directly sending to the canvassers, the data will be automatically sent to Comelec's public access website that will be set up on the first week of May so people can see the results of the first automated elections.
Smartmatic, however, proposes to have several mirror websites of Comelec?s public access website to prevent congestion in the site.
The Comelec will also send advance results to the website of the Kapisanan ng mga Brodkasters ng Pilipinas (KBP).
The CCPC is also planning to set up an election media center at the Police Regional Office ? 7 compound where all journalists can gather for their election-related press conferences. The office is expected to be finished by the end of March.
The CCPC have asked Cebu Provincial Election Supervisor Lionel Castillano's endorsement to request Comelec to send an advance copy of the election results.
Castillano said the results of the election at the precinct level would be announced by the Board of Election Inspectors (BEI) before they would be electronically transmitted to the municipal or city board of canvassers.
After the election, eight copies of the results will be printed by the BEIs before transmission, one of which will also be posted outside the polling place.
