She was a crowd favorite from the start.

A 17-year-old student from the Pinta Flores contingent in San Carlos City, Negros Occidental won the title Sinulog Festival Queen last night.

Kim Villacampa, the lead dancer with the best moves and on-stage presence, also took home most awards as Best Solo Performer and Best in Festival Costume.

It's the third time a lass from San Carlos City won the title of Sinulog Festival Queen after topping the contest in 2005 and 2008,

Villacampa later told Cebu Daily News she danced while suffering a fever and colds, but endured because ?I always pray to the Señor Sto. Niño for strength before performing.?

Villacampa stood out with her bright red gown with gold highlights, butterfly accents and a headdress of flowers as one of 11 contestants performing solo and group routines at the the Cebu City Sports Center grandstand stage.

The competition, now on its fifth year, is one of the highlights of the the 30th year celebration of the Cebu Sinulog.

Villacampo's graceful moves and sweet smile caught the attention of judges who chose her as Best in Runway in an earlier fashion show.

Rains and strong winds last night postponed the championship round for the first Sinulog Idol singing contest scheduled at 7 p.m. (It will be held at 6 p.m. tonight.)

But the show went on for the Festival Queen competition which started at 9:30 p.m. after a maintenance crew wiped off pools of water on the stage.

The weather failed to dampen the spirit of spectators and supporters who cheered for their bets.

Villacampa also won the titles Ms. Samsung and Ms. PLDT based on the selection of corporate sponsors.

Rata Mae Joy Verano,a senior student of the Abellana National High School in Cebu City, was first runner up.

Other winners were Shiela Paulino of Placer, Masbate - 2nd runner up, Lota Correos of the province of Lanao del Norte - 3rd and Lourdes Mae Santillana of the Tribu Banilad Night High School.

Marie Sharon Grace, lead dancer of the Tribu Sanguniang Kabaatan in Poblacion Pardo in Cebu City, another crowd favorite, won as Ms. Casino Ethyl Alcohol Femme, Ms. Everbilena and Ms. Photogenic.

The lead dancers, dressed in uniform gowns of white and silver, each walked on stage to introduce herself. Then they changed into their official costume, and performed a three -minute Sinulog dance with backup dancers. A one-minute solo capped the performance.

Scores were based on total appearance (50 percent), group dance performance (30 percent) and solo performance (20 percent).

Large festival masks in gold and silver adorned the stage. Four four wide video screens mounted on stage allowed spectators close-up shots of the contestants faces.

The pageant is supposed to be a homage to Queen Juana, the Christianized name of Humamay, wife of Cebu's 16th century ruler Rajah Humabon. Reporters Marian Codilla and Fe Marie Dumaboc
