Mandaue Council slashes Cortes’ 2nd budget supplement

THE OPPOSITION-LED Mandaue City Council has approved only part of the mayor?s original proposed Supplemental Budget No. 2.

While the mayor?s original draft was worth P149 million, the council only approved P90 million worth of items.

Councilor Emiliano Rosal, chairman of the council?s committee on budget and finance, said his original recommendation to the mayor for the budget was only P70 million, but was raised to P90 million as a compromise with the mayor?s office on certain items.

The council did not approve the entire budget as proposed by the mayor because, Rosal said, there were items in it that were already contained in the 2009 Annual Investment Plan.

One of the council?s biggest cuts was the P33 million that the mayor wanted for the development of the Unmapad dumpsite.

The council originally intended to remove the entire item, but opposition Councilors Councilor Noeleen Borbajo and Procopio Villanueva persuaded their colleagues to approve a partial amount of P20 million.

Rosal said that until the mayor can submit a feasibility study for the dumpsite?s development, he would have to settle with the P20 million ?initial? amount.

A P12.5-million road project for barangay Cabancalan was removed. The council said Malacañng had already provided funding for the road.

The council also removed P7.5 million for the development of the city?s new public market.

Rosal said there were still P10 million in unused ?buffer funds? for the market from a previous budget.

The council also contemplated removing an allocation for a fire truck worth P14 million, but independent Councilor Victor Biaño convinced his colleagues that the item was necessary.
