The One Cebu party of Cebu Gov. Gwendolyn Garcia has excluded Provincial Board Member Juan Bolo from its slate for the 2010 elections.
Bolo, who was singled out by the provincial government amid controversy in the Capitol?s purchase of a mostly underwater beachside lot from the Balili estate, confirmed yesterday that he would file his certificate of candidacy (COC) today, seeking reelection but as an independent candidate.
Bolo said he was told by Governor Garcia and her brother, Rep. Pablo John Garcia (Cebu, 3rd district) that One Cebu?s alliance with the Alayon party of Rep. Eduardo Gullas (Cebu, 1st district) only allows for one candidate from each party to be included in their slate for the Provincial Board?s 1st district seats.
The board has room for two representatives from each district. For the first district, One Cebu chose Julian Daan.
Gullas has chosen Boy Selma as Alayon?s pick for the 1st district, according to sources in the Capitol, speaking on condition of anonymity due to lack of authority to speak for the party.
Selma is the brother of Minglanilla Mayor Eduardo Selma and Norma ?Mingming? Selma-Gullas, Congressman Gullas? wife.

As Bolo leaves One Cebu, the party?s lineup in the fourth district may see a new face in philanthropist Mariquita Salimbangon-Yeung.
Salimbangon-Yeung is reportedly running for mayor of Bogo City, which would pit her against reelectionist Mayor Celestino ?Junie? Martinez Jr. She may have her younger brother, Cesar, as her running mate.
At the same time, Mariquita?s brother, 4th district Rep. Benhur Salimbangon, will again face off with Junie?s son, Celestino ?Tining? Martinez III, who filed his COC yesterday.
Asked about his sister?s political plans, Benhur said Mariquita ?was not interested in politics,? but did not discount the possibility of his party leaders choosing her to run.
?I leave it to them to decide. They (possible mayoral candidates) are all my friends, so it?s hard for me to choose,? he said.
In the fourth district?s towns, Daanbantayan Vice Mayor Maria Luisa Loot filed her COC for mayor, with councilor Bobo Te as her running mate.
Her son, Mayor Sun Shimura, will run for one of the Provincial Board?s 4th district seats, alongside reelectionist Board Member Joven Mondigo.
In the town of Sta. Fe on Bantayan Island, Councilor Roger Ilustrisimo will face off against Domingo Zaspa for mayor.
Incumbent Mayor Jennifer Ilustrisimo, the councilor?s wife, was still undecided on what position to run, if to run at all.
Zaspa?s running mate is reelectionist Vice Mayor Adoracion Cabrera.
In the sixth district, outgoing Provincial Board Member Victor Maambong is running for Consolacion mayor under One Cebu. His contenders include Teresita Alegado, national president of the Grains Retailers Confederation of the Philippines.
A source said former Mandaue City mayor Thadeo Ouano may take that slot if he does not run for vice governor, but if he does become the governor?s running mate, then businessman Glen Soco would take that slot.
They are expected to face LP 6th district provincial chairman Edmund Sanchez, who is also running for the provincial board.
Sanchez originally planned to run for Congress, but decided to run for the Provincial Board to make way for Ariston Cortes, brother of Mandaue City Mayor Jonas Cortes.
