Capitol sues Gungob for illegal quarrying

CEBU GOV. Gwendolyn Garcia has made good on her promise to sue Consolacion Mayor Avelino Gungob for alleged illegal quarry operations in the town?s mountain barangays.

Garcia filed complaints for abuse of authority, dishonesty, violation of the Anti-graft and Corrupt Practices Act (Republic Act 3019) and violation of the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act 6713) against Gungob.

The charges were filed with the Office of the Ombudsman in the Visayas last Monday.

Provincial Treasurer Roy Salubre filed a similar complaint against Gungob with the Cebu Provincial Board.

The charge stemmed from repeated quarry operations initiated by Gungob in barangays Garing and Danglag, which did not have any permit from the Capitol.

She asked the Ombudsman to issue a preventive suspension order against Gungob to stop the quarrying operations until the case was resolved.

She said reports of illegal quarrying in Garing and Danglag had been received by her office since last year.

The latest was on Nov. 11, when a team of Capitol inspectors led by Salubre intercepted a truck carrying earthen materials taken from a quarry in Garing without permits.

Following the incident, Garcia threatened to file charges against Gungob.

Gungob, however, filed a case first against Salubre, other provincial employees, and policemen for apprehending dump trucks that were transporting, on his orders, filling material for a town project.
