BEFORE the Capitol could file charges against him, Consolacion Mayor Avelino Gungob jumped the gun and filed charges against a Capitol official, three provincial government employees and several police and jail officers who ordered a halt on the quarrying activities there.
Gungob filed a complaint of harassment and grave abuse of authority against them before the Ombudsman-Visayas yesterday.
He justified his complaint by saying that he is implementing a government project cleared by the Department of Environment and Natural Resources (DENR).
He said the policemen and jail officers did not coordinate with the Consolacion police when they seized the trucks used for hauling limestone in the area.
Gungob also said the police also refused to present their identification cards.
Named as respondents were Provincial Treasurer Roy Salubre as well as Provincial Environment and Natural Resources Office employees Hilario dela Pena, Azmir Garcia, and Julius Colinares. Also included were PO3 Fernando Cabico, PO2 Juan Joromo, PO2 Fernando Almendarez, PO1 Zenon Vergas; and jail officers Mark Along and Romeo Manansala. Reporter Ador Vincent Mayol
