Capitol warned: Don’t pay CICC costs

Businessman Crisologo Saavedra issued the warning to the Cebu Provincial Board after it deferred appropriation of P136.9 million in payment to WT Construction Inc. (WTCI) for the Cebu International Convention Center (CICC).

Saavedra said he would include the board in a complaint to be filed before the Office of the Ombudsman-Visayas if they approve the appropriation based on a Regional Trial Court (RTC) order issued by Judge Ester Veloso last Sept. 22.

?The court order is irregular. The project was made without a bidding, an appropriation from the Provincial Board, and a contract. The government should not pay for it,? Saavedra told CEBU DAILY NEWS.

Charges of malversation of public funds and grave abuse of authority were filed by Saavedra against Cebu Gov. Gwendolyn Garcia in relation to the case.

Veloso granted the Capitol's request to pay more than P257 million to WT Construction for extra work made instead of the P263.3 million charged by the firm following a technical assessment by a Capitol working group. The contractor sought a reconsideration on the ruling.
