Flyover eyed for Cebu City south highway

A FLYOVER may soon rise along N. Bacalso Avenue in Cebu City, the first in the south district, according to public works officials.

Josefino Rigor, regional director of the Department of Public Works and Highways in Central Visayas (DPWH-7), told the City Council yesterday that his office plans to construct the flyover on the section of N. Bacalso that intersects with Gochan Street and the Mambaling Access Road to the South Road Properties (SRP).

While Rigor said there was still no time frame for the project, it would be funded by the national government.

?This is the first one for the south,? said Councilor Augustus Pe Jr.

Rigor?s proposal was referred to the council?s committee on traffic management and committee on infrastructure, as well as to the City Traffic Operations Management.

If built, the flyover is expected to ease traffic at the intersection, which tends to be busy due to traffic heading into and out of the SRP.

Meanwhile, the City Council?s committee on laws has found ?nothing objectionable? in the memorandum of agreements (MOA) that have been prepared between the City Hall and three towing companies, which would be designated to help the city government enforce parking laws if the agreement is signed.

With the committee on laws stamping its approval of the MOAs, the City Council yesterday authorized the mayor to sign the agreements in behalf of the city.

The MOAs authorize Road Warrior Towing Services, One Stop Towing Services and A-Plus Towing Services to operate for one year in behalf of the city government to tow away vehicles found to be in violation of city parking ordinances as determined by a Citom traffic enforcer who shall accompany authorized tow trucks.

The MOA states that although these towing companies are authorized to tow away vehicles, the city government assumes full responsibility for the theft, disappearance, or damage to a towed vehicle, its parts, or any personal effects within it once the vehicle is stored in an impound lot.

The city government is entitled to a 15-percent share of towing charges.
