A PROPOSAL to give direct financial assistance to barangays in order to fast-track the implementation of projects is gaining support from Cebu City officials.
Vice Mayor Michael Rama said he supports the suggestion of Association of Barangay Captains (ABC) president Eugenio Faelnar to give direct financial assistance to barangays for projects worth less than P150,000.
“I have been pushing for that when I was acting mayor,” Rama told Cebu Daily News.
Faelnar made the suggestion to Mayor Tomas Osmeña during their meeting with the south district barangays.
“It may be placed in one budget lump sum and will be subject to liquidation,” Rama said.
Faelnar suggested that assistance to each barangay be set at P100 per voter.
He said barangay officials would have the liberty to choose projects for their barangays without having to wait for passage of their budget.
Under the current setup, barangay officials will have to submit a project proposal to the mayor and wait for council approval.
Approval for the budget takes at least four months, Faelnar said.
He said with the proposal, budget approval will be over in a month.
Through this, Rama said the barangays will be empowered. /Reporter Marian Z. Codilla
