A bill aimed to divide barangay Guadalupe in Cebu City into two separate barangays may be signed into law by the end of this month or early next month, said Rep. Antonio Cuenco (Cebu City, south district).
Cuenco said Senator Benigno Aquino III has assured him of concurrence with the bill, which had already been approved by the House of Representatives.
Aquino said the Senate is likely to approve the bill without much hassle since the Senate usually does not concern themselves much with local legislation, Cuenco said.
Once the Senate approves the bill, it would be endorsed to President Gloria Macapagal-Arroyo for signing.
A plebiscite would be held in barangay Guadalupe within 30 days after the signing.
Cuenco said he was optimistic that majority of Guadalupe residents would approve the split of the barangay.
Vice Mayor Michael Rama has also expressed support for the bill, Cuenco said.
Also, Cuenco said Guadalupe barangay captain Eugenio Faelnar, who earlier criticized Cuenco’s motives for splitting the barangay, has promised not to campaign against the split.
If the plebiscite results in a positive vote for the split, special elections would be held to choose a new set of barangay officials for the new barangay, “Banawa-Englis,” while incumbent Guadalupe barangay officials will retain their service in what remains of barangay Guadalupe. /Correspondent Chris A.
