P30M needed to develop Umapad dumpsite

TO DEVELOP the former Umapad dumpsite into an eco-park with recycling facilities, the city has to spend at least P30 million, said Mandaue City Mayor Jonas Cortes.

The city’s Solid Waste Management Board crunched the numbers during a meeting last Monday that was attended by city officials, non-government organizations and businessmen.

Cortes said he would urge the City Council to approve his recommendations on the development of Umapad dumpsite. Funds for the project were included in the mayor’s proposed P254-million first supplemental budget for 2009.

The mayor also plans to put up a materials recovery facility at the site that could be used by any barangay of the city.

To push the city's segregation-at-source policy, the mayor also earmarked in his supplemental budget P100,000 for each of the 27 barangays to buy their own dump trucks.

Support for the rehabilitation of the Umapad dumpsite in Mandaue City may be forthcoming from the Cebu provincial government, said Cebu Provincial Board Member Victor Maambong.

“I am planning to ask the governor and vice governor for seed money on barangay-based recycling,” said Maambong. “This will be used to buy trisikad as carriers for segregated garbage.”

Maambong said the project is also expected to create jobs for waste collectors.

“(Cortes) is doing the right thing and we want to sustain what the mayor had done,” Maambong said.

Apart from improving the conditions at the Mandaue waste facility, the province is also pushing for the creation of a sanitary landfill in Danao City, Maambong said.
