Mandaue City Mayor Jonas Cortes has submitted to the City Council his first supplemental budget for this year.
At P254 million, it is the biggest supplemental budget he has ever proposed during his administration.
During the launching of City Hall?s anti-red tape campaign yesterday, Cortes said most of the supplemental budget would go to the increase in the salaries of government workers, the implementation of the city?s solid waste management program, improvements to the city public market and financial assistance to barangays.
Cortes said that starting July 1, the 1,789 job order employees of the city government would be paid P265 per day, instead of P235 per day.
Also, the supplemental budget contains the City Charter anniversary bonus of P5,000 for each of the city?s 573 regular, co-terminus and elected officials.
The 27 barangays of Mandaue will also be given P100,000 each to buy their own dump trucks for the barangays? Materials Recovery Facilities.
City Administrator Briccio Joseph Boholst said the P254-million supplemental budget would be charged from surplus funds generated by the city government from the 2008 budget.
Boholst said the surplus was the result of the implementation of ?cost-efficient systems? in City Hall.
The supplemental budget must first be studied by the City Council before approval.
But the city councilors earlier pushed for anniversary bonuses to regular employees and the pay raise for job order workers.
TIMED TRANSACTIONS
In the launching of the city?s ?Citizen?s Charter? anti-red tape program yesterday, Cortes said the program was considered novel, as government transactions would not just be monitored but also timed.
If a transaction goes beyond a pre-determined time limit ? such as five minutes for the processing of a request at the Civil Registry ? those who initiated the transaction may file a complaint against the concerned employee.
Complaints may be filed to the department head.
?This will promote not just faster government services but also transparency,? said Cortes.
Offices under the program include the Civil Registry, City Assessor?s Office, Office of the Building Official, City Health Office, Public Employment Office, City Administrator?s Office, and the Office of the Mayor.
A complete list of allowed transaction time limit for each kind transaction was printed on a tarpaulin and displayed at the lobby of the City Hall building.
