CEBU CITY Mayor Tomas Osmeña’s attacks on his critics and his political proclamations were mere “tactics” to divert Cebuanos’ attention from the failure of his administration to address the people’s need, according to a consultant of the Cebu provincial government.
Rory Jon Sepulveda, consultant on information and revenue generation, said the Osmeña administration failed to address concerns on traffic, flooding, peace and order and the controversial services of a towing company that the city government hired.
Sepulveda was reacting to a newspaper published last week, wherein Osmeña referred to him as someone who “has a short memory or a low IQ or combination of both.”
The mayor was then reacting to Sepulveda’s statement that the city should help the province go after city residents who have not paid the province-owned lots they live on, instead of going after schools and hospitals that the mayor wanted taxed.
Sepulveda said these schools and hospitals were already paying taxes in the form of real estate and income taxes.
The Capitol consultant said he did not want to react to Osmeña’s statement.
But he opted to comment yesterday for the sake of his 11-year-old son, who asked him over the weekend if he indeed had a low IQ.
“I can’t say I have a high IQ but I have academic records to speak of,” said Sepulveda, who added that he graduated cum laude in law from the University of San Carlos.
He also passed the 1990 bar exams with a rating of 84.67 percent.
“You can verify all these records,” said Sepulveda, who also challenged Osmeña to show his own academic records.
The mayor has claimed to have studied agro-
economics at Xavier Univerty and as well as havnig taken up finance management at the University of California.
“My challenge to mayor Osmeña now is: Will you authorize me to verify these facts?” Sepulveda said.
Sepulveda said he could not help but make comparisons.
While the provincial government had been busy with the delivery of service to its constituents, the Osmeña administration has done nothing but to lay down their plans for the city.
Also, Sepulveda said Osmeña is fond of “diversionary tactics” to bring Cebuanos’ attention away from his “failure to perform.”
Sepulveda said that announcements on who will run for what position in the next election are also taking the Cebuanos’ attention away from the real problems of the city, he said.
