Tricycle operators in Cebu City will only be allowed to operate two units at a time within the area following an ordinance to this effect passed by the Cebu City Council last Wednesday.
Councilor Jose Daluz III said the ordinance will regulate the registration and operation of tricycles in order to open up an opportunity for more people to operate these units.
?This will socialize the franchise of tricycles as one person will only be allowed to franchise two tricycle. The franchise is also non-transferable...the franchise is personal to the franchisee,? he said.
The ordinance also prohibits the operation of tricycles without a motorized tricycle operator's permit (MTOP).
The permit will regulate the ownership and the route to be serviced by the operator.
Operators of tricycles for public use will only be allowed one route or zone of operation to be specified by the operators upon their application.
Application for the permit costs P1,800 while the application for routes or zones is an additional P3,000 and is valid for two years.
The routes will be specified and established by the Motorized Tricycle Regulatory Board (MTRB).
The board is composed of the city vice mayor, city legal officer, Association of Barangay Council (ABC) president, Cebu City Traffic Operations Management (CITOM) chief and two representatives from the private sector to be identified by the mayor.
Operators applying for an MTOP for private tricycles are required to describe the type of service they would offer.
The MTOP will be issued by the Motorcycle For Hire and Regulatory Board (MCHRB).
Among the conditions covering the operation and maintenance stated in the ordinance includes the prohibition on tricycles to park along the national highways.
Operators will also follow a regulated fare matrix to be determined by the MTRB.
An adjustment of the rates will be recommended by any person in a certain barangay and reviewed by the board following a series of public hearings.
Anyone caught operating without an MTOP will have to pay a fine of P3,000.
Tricycle operators are required to renew their permits based on the ordinance.
