CEBU CITY, Philippines - About 300 grams of shabu with an estimated street value of P3 million were seized in a raid on a suspected drug pusher’s home in Sitio (district) Magtalisay, Barangay (village) Balud, San Fernando town in Cebu at dawn last Sunday.

Joselito Caballero, 41, and his alleged accomplice identified as Christopher Luna were arrested by operatives of the Criminal Investigation and Detection Group in Central Visayas (CIDG-7).

Senior Inspector Guillermo Lorenzo Eleazar, CIDG-7 director, said Navarro was arrested by police in Carcar City on drug charges back in 2001 but the case was dismissed.

Navarro is considered a level 2 pusher, capable of disposing 200 grams to nearly one kilo of shabu in Metro Cebu.

Luna had a pending arrest warrant for the murder of a former American soldier and the wounding of his Filipina fiancée in Cebu City on July 24, 2006.

The Regional Trial Court branch 13 presided by Judge Meinrado Paredes issued a search warrant for the raid.

Confiscated from Navarro’s house were 640 pieces of small sachets and four big plastic bags believed to contain shabu, assorted drug paraphernalia and about P20,000 worth of drug proceeds.

Navarro declined to issue statements to reporters about his arrest.

Police also confiscated an unlicensed .45-caliber pistol from Luna.

No bail was recommended for Luna, who was identified as the alleged assailant of 68-year-old American Victor Eugene Noe, a former soldier, and his 35-year-old fiancée, Catalina Cabanes.

Cabanes survived the attack. The couple was allegedly shot by Luna, who rode on the back of a motorcycle, just as they got out of a taxi in Banawa, Barangay Guadalupe, Cebu City.

The CIDG-7 is verifying reports about Luna's involvement in other killings in the city.

Luna is the younger brother of the slain Alemar Luna of Barangay Buhisan, Cebu City, who reportedly belonged to the Sparrow unit of the New People's Army (NPA) operating in the city's hinterland barangays.

Luna denied killing Noe and said he was willing to face his accusers.

“Mas maayo ning nadakpan ko aron ang mga testigos makakita gyud nako og aron ilhon ko (It's good that I am arrested so the witnesses will see and know me),” Luna said.

Luna said he went to Mindanao after his elder brother Alemar was killed and arrived in Cebu City last Saturday to stay in Navarro's house.

He also denied being a member of a gun-for-hire group, though he claimed that Navarro is involved in distributing illegal drugs.
