CEBU CITY, Philippines - A cease-and-desist order was issued by the Department of the Environment and Natural Resources in Central Visayas (DENR-7) on the quarrying activities at the site of a road project in the municipality of Consolacion, Cebu province.
“Based on our assessment, it is not a road opening project but quarrying. Their quarrying is not a road opening, it's a farm-to-market road project,” said Roger de Dios, DENR's Mines and Geosciences Bureau (MGB) acting regional director.
The MGB inspected the area on November 5, 2008 based on a request from the Sanchez family through their lawyer Teffy II M. Piasidad.
In a letter to Consolacion Mayor Avelino Gungob dated on November 10, De Dios said the Consolacion municipal government continually hauled the excavated materials sourced from their earthmoving operations in Barangay (village) Danglag to the Consolacion Government Center in Barangay Nangka without a permit.
He said the permit given by the Cebu Provincial Government on August 28 has been canceled.
De Dios said work on the Center has not been issued an Environmental Compliance Certificate (ECC) by the Environmental Management Bureau.
In a separate interview, Consolacion municipal administrator Gerson Maraño admitted that the municipal government has not yet been issued an ECC for still unknown reasons.
He said the Consolacion municipal government thought it best to continue with the project.
