CEBU CITY, Philippines – The Mactan Cebu Bridge Management Board (MCBMB) decided to rescind its contract with the company tasked to install security cameras in the old Mandaue-Mactan bridge and the Marcelo B. Fernan bridge.
Cebu Governor Gwendolyn Garcia asked the legal office of the Department of Public Works and Highways in Central Visayas (DPWH-7) to determine their legal options against the contractor California Electronics.
She said their contract with the company was already considered rescinded since they failed to meet the deadline for the installation of 10 closed-circuit television cameras.
“We have a contract (with them) and they failed to deliver,” Garcia told the board members.
DPWH-7 legal officer Agustinito Hermoso said the board would face legal difficulties since concerns on the company's wirings remain unresolved.
Jock Parba, California Electronics company manager told the MCBMB last January that the cameras in the two bridges are no longer functional because of the damage caused by the excavations for the decorative lampposts used in the Association of Southeast Asian Nations summit held in January 2007.
Parba said the company doesn't have the resources to repair the cameras.
He said that someone should pay for the cables while they work on its installation.
Hermoso said he wants to secure the MCBMB's authority before taking action against California Electronics.
Lapu-Lapu City Administrator Teodulo Ybañez moved for the passage of a board resolution to rescind the contract and authorize Hermoso to “pursue proper legal action” against the private contractor.
With the contract rescinded, the board said it can entertain other offers to install security cameras in the two bridges. /Reporter Doris C. Bongcac
