CEBU CITY, Philippines ? Cebu City officials want the new flyover in Barangay (village) Banilad, Cebu City opened before All Saints? Day on November 1 to avoid heavy traffic in the Banilad and Talamban area.

The Cebu City Council and the Cebu City Traffic Operations Management (Citom) Board called on the DPWH and WTG construction to open the flyover to avoid congestion in the area on November 1 and 2.

Traffic is expected to be heavy in the Banilad area because the Cebu Memorial Park cemetery is located there, said Councilor Sylvan Jakosalem, chairman of the committee on Transportation.

If the flyover is not ready by then, Jakosalem advised motorists to avoid the area.

?Vehicles should refrain from passing Banilad Road so that they would not add to the traffic in the Banilad area and Talamban areas,? Jakosalem said.

Lawyer Agustinito Hermoso of the DPWH-7 said on September 25 that the flyover would be passable by October 25 if workers finish placing the slabs in the approaches of the bridge.

But DPWH 7 and WTG Construction said during the Cebu City Council session that the flyover would be passable and finished on November 26 yet, the day the contractor's contract would expire.

Jakosalem said that even if the flyover would be opened on November 1, he would still not expect to have a free flowing traffic in the Banilad area because both sides of the roads there have not yet been widened by the DPWH-7.

He said both sides of the roads along the flyover should have been widened already by two lanes to accommodate vehicles going and coming from Cebu City proper and vice versa.

?Wa ko kasabot why until now one lane lang gihapon ang both sides of the road. Supposed to be the DPWH acquired already the private lots,? Jakosalem said.

If the flyover will open, then Jakosalem said the rerouting implemented in the area will no longer be applied and all public utility vehicles will be back to its normal routes in the Banilad and Talamban areas.
