A WOMAN has filed a complaint against a man whom she said duped her into believing he could process her employment as a special education teacher abroad.

Marjorie Rosales of Minglanilla town, southern Cebu wanted Isidro Rodriguez tried for illegal recruitment and estafa. Rosales said Rodriguez did not deliver on his promise to get her a teaching job in the United States.

Rosales said that Rodriguez claimed to be an agent of Great Provider Services Exporter based in Makati City.

She said that shortly after they met, Rodriguez asked from her a $5,000 application fee. Also, she was told that the agency required her to enroll in an online class of the University of Phoenix Arizona, which was supposedly one of the requirements to get a teaching license abroad.

Rosales said she paid $950 for the enrollment.

Rosales said she attended her online class religiously. But Rodriguez, when asked for updates on the application, would give her empty promises, she said.

After months of no results, Rosales decided to withdraw her money from Rodriguez. However, he first asked her to submit an affidavit of withdrawal.

Rosales? lawyers advised her not to submit anything, especially because she has not signed a contract with the employment agency.

She said that a check with the Philippnie Overseas Employment Agency confirmed that Rodriguez is not authorized to recruit workers for overseas employment.
