Councilor sued for missing funds

MADRIDEJOS Vice Mayor Doroteo Salazar yesterday filed a graft complaint against a municipal councilor for allegedly using P20,927 intended for a seminar that the councilor did not attend.

Madridejos asked the Office of the Ombudsman in the Visayas to suspend or dismiss Councilor Doroteo Dorimon and order him to refund the amount.

Dorimon sits in the municipal council as ex-officio member, being the president of the Association of Barangay Councils in Madridejos.

In his complaint, Salazar said Dorimon made a cash advance of P15,127 that he was supposed to use to attend a seminar in Tagaytay City on Nov. 26 to 28, 2007.

The Department of Interior and Local Government issued a circular requiring councilors of all municipalities to attend the seminar.

Salazar said he attended the three-day seminar but was surprised to find that Dorimon did not show up.

When they came back from the seminar, Salazar told councilors to file their liquidation for the trip. Dorimon, however, did not submit one.

Salazar said Dorimon went to the vice mayor’s office on Feb. 1 and asked that he be given a refund of P5,800 for his board and lodging during the seminar.

The vice mayor asked their acting municipal accountant Jaime Quioge to submit documents that supported the liquidation of the councilors.

Quioge refused, saying the concern should be addressed to the to the councilors who made the cash advances.

Salazar said he wrote a letter to Dorimon but the councilor refused to accept the letter.

The mailman returned the letters, noting Dorimon’s “arrogant attitude and discourtesy,” the complaint read.
