25 names among Mandaue’s non-regular workers get no salaries

THE MANDAUE City Council has passed a resolution disallowing 25 names from the city’s roster of non-regular employees from receiving salaries.

The resolution came just days after the City Council approved a budget that included salaries for all the city government’s non-regular employees.

Reasons for disallowing the salaries were varied.

Councilor Emiliano Rosal tagged seven of the 25 names. These seven are employees of a faction of the Mandaue City College (MCC) headed by Dr. Susana Cabahug.

Rosal said the pay of these employees were covered by an appropriation for the MCC in the 2008 annual budget.

The councilor also said that the MCC was an income-generating institute that could pay for its own personnel.

Also, other names were not to be appropriated salaries because these names appeared twice on the city’s list of non-regular employees.

These included Irvin Hontanoza, son of Subangdaku barangay councilor Roger Hontanoza, whose name appeared under the City Health Office and in the list of workers at the Subangdaku barangay hall; and, Rene Mendoza whose name appeared twice under the City Health Office.

Also, there were 11 people on the list who no longer worked for the city.

The council also put on hold the pay of four employees whose six-month contracts had been extended.

Last week, the council approved a slashed version of Mayor Jonas Cortes’ Supplemental Budget No. 1, which included an allocation of P28 million to cover the salaries of more than 1,700 job-order and program employees of the city government.
