Cebu City Mayor Tomas Osmeña said he is beginning to suspect that the corruption in the Highway Patrol Group (HPG) is one of the reasons the carnapping incidents in the country prospered.
Osmeña said he was not confident in the HPG's campaign against anti-carnapping because he suspected that the group was corrupt starting from the grassroots all the way to its head office.
“Carnapping is one of its primary responsibility and nothing has been done about it,” he said.
According to Osmeña, Cebu should have a local car registration system to clear cars being shipped here and to establish a local plate numbering system.
“If we have our own plate numbering system, it would improve our peace and order situation,” he said.
The mayor said a local registration system would make the situation better to control just like in the United States where every state has different plate numbers.
“In the USA, when you are driving in LA and your plate number says “TEXAS”, it is clear. But here, what is written is Pilipinas as if we don't know where we are,” he explained. /REPORTER MARIAN Z. CODILLA
