Mandaue Council to probe private towing firm’s ‘violations’

MANDAUE CITY, Philippines ? The Mandaue City government may either choose to accredit other private towing companies or it may undertake the towing operations itself.

These are two of the options given by Vice Mayor Carlo Fortuna if indeed Jadewell Parking Systems Corp. failed to meet the conditions set in the provisional accreditation given by the City Council.

?They (Jadewell) have been granted provisional accreditation from the City Council that required them to comply with certain conditions, among which is how they carry out their operations especially toward the motorists,? said Fortuna.

But Fortuna said the City Council has not yet made a stand whether or not to rescind the contract and the accreditation given to Jadewell.

He said the city government has two agreements with the firm: an accreditation and a contract.

The contract covered a pay-parking scheme while the provisional accreditation is for towing services, Fortuna said.

?The grounds for terminating their services are governed differently,? Fortuna said. ?We (City Council) are aware of the seemingly endless complaints brought before us. It is upon these instances the council will proceed in looking into the plan of the mayor to rescind the contract.?

Earlier, City Administrator Briccio Boholst said the vice mayor and city councilors supported the idea of rescinding the contract of Jadewell.

Last week, Mayor Cortes ordered Boholst to document alleged violations by Jadewell, such as unreasonably towing away vehicles and failure to deploy parking attendants.

The complaints were earlier raised by motorists, the mayor said.

The list of violations will be used to strengthen the mayor?s proposal to the City Council to rescind the contract of the city with the private firm.

Boholst earlier said that this was one issue that both the executive and the legislative departments need to cooperate on.

But Councilor Emiliano Rosal on Sunday criticized Cortes? camp for preempting the City Council?s stand on the issue.

Rosal, the committee chairperson on transportation and communication, said that the council has not yet made a stand on the issue.

?They (Cortes and his appointees) should stop poisoning the mind of the public with lies,? said Rosal, an opposition councilor. ?What we will do is we will look into it when the proposal is submitted to the council.?

Councilor Victor Biaño, majority floor leader of the opposition-led council, said the firm must be given due process before any action is taken by the city government.
