Mandaue treasurer, budget officer to explain mayor’s budget

MANDAUE CITY, Philippines ? The heads of Mandaue City?s budget and treasury offices will be invited to a City Council inquiry on the proposed P205.5 million supplemental budget no. 1 of Mayor Jonas Cortes.

City Treasurer Lorna Atega and Budget Officer Lamberto Marababol would be asked to explain details of certain items in the proposed budget, said Councilor Emiliano Rosal

?We will not just sit on the budget,? Rosal said. ?We want to clarify certain items and we just want to know the details. We're just after transparency.?

Rosal, chairperson of the council?s committee on appropriation, budget and finance, said the meeting is scheduled for Tuesday.

One of the items to be clarified is the P35 million that the mayor tagged as ?Programs and Projects.?

Rosal said he believed that this item was to pay for the salaries of program and job order employees whose details were kept from the City Council.

Rosal also questioned the P1.4-million appropriation to pay for fuel consumed in 2007.

?Does this mean these were not paid last year or more fuel was used?? Rosal asked.

The councilor also questioned why the mayor included an appropriation for legislative assistants when the same item was ?included? in the 2008 annual budget.

Budget for legislative assistants were not part of the mayor?s draft 2008 annual budget. It was added by the City Council when the mayor submitted the draft for approval.

The 2008 annual budget has not been enacted. The mayor insisted the council?s act of inserting items into the budget was beyond its powers. /Reporter Dale G. Israel
